From 1 October 2026, every off-the-plan apartment sold through a licensed estate agent in Victoria must have a Property Price Statement (PPS) linked right next to its advertised price. The PPS replaces the Statement of Information. If you're listing a Victorian project on Apartments.com.au, work through this checklist.
The steps below explain how to do each one on Apartments.com.au.
The steps below explain how to do each one on Apartments.com.au.

Use the approved template from Consumer Affairs Victoria. Each PPS must list these key features for the apartment and for each comparable property:
Comparable properties are the 3 most comparable sales of a similar standard. In metropolitan Melbourne, they must have sold in the last 6 months within 2 km. Outside Melbourne, it's the last 18 months within 5 km.
On any Victorian project, you can upload one PPS for the whole project and one for each configuration.
Buyers can open the PDF straight from that link, with no enquiry form in the way. This meets the requirement for the PPS to appear on the first visible part of the ad, immediately next to the price.
Skip this step for standard private sales with no fixed date. It applies to auctions and fixed-date sales, including campaigns that invite offers by a set date and time.
If the seller changes the reserve, up or down, the 7-day countdown starts again.
Don't delete a sold configuration within 18 months of the sale. Deleting it removes its public PPS link, and you'll see a warning before you do.
If a seller or buyer has applied for an exemption because of family or personal violence, don't publish the sold price while that application is pending.
The obligations and penalties apply to licensed estate agents and their representatives, not to Apartments.com.au. Our role is to give you the tools to comply on your listings.

The reserve price rules apply to auctions and fixed-date sales held on or after 16 October 2026. Sold price publication applies to sales that become unconditional on or after 1 October 2026, even if the contract was signed earlier.
The Victorian Government changed the law to tackle underquoting, where a property is advertised below its realistic selling price. Consumer Affairs Victoria (CAV), which oversees the reforms, says they are intended to "improve price transparency and support more accurate pricing practices".
According to CAV, the changes give buyers better information before they decide to attend an auction or make an offer. Buyers will see the seller's reserve 7 days ahead, so they can judge whether a property is within budget. The PPS now carries more detail on the comparable sales behind the estimated selling price.
Sold prices will also become public much sooner. Previously they reached the Valuer-General after settlement, which CAV notes can be 30 to 90 days after signing. Now they must be published within 7 days of the contract becoming unconditional.
CAV's Underquoting Taskforce will continue to monitor online sales campaigns, review sales files and investigate suspected breaches. Failing to publish a sold price carries a maximum penalty of 240 penalty units, currently $48,842.
Yes. They apply to all residential sales by an estate agent in Victoria, including private sales of off-the-plan apartments at a list price.
It may be. CAV says inviting offers by a certain date and time could be a fixed-date sale. If so, the seller's reserve must be published for 7 days before the sale can proceed.
Yes, if they describe the property. Physical ads with property information must include a web address or QR code linking to the PPS. A generic sign with no property details doesn't need one.
Include the 1 or 2 comparable sales that exist and explain on the PPS why fewer than 3 were available. If a detail such as a comparable's floor area can't be found, write "not available" and keep a record of the steps you took to find it.
Within 7 days of the contract becoming unconditional. Track this date for every contract, as conditions and cooling-off periods vary between projects. Off-the-plan contracts are often conditional on plan registration, so get advice on when yours become unconditional.
Not for at least 18 months after the sale. The PPS with the sold price must stay publicly available for that time, and deleting the configuration removes its link.
Failing to publish a sold price carries a maximum penalty of $48,842. Existing underquoting offences and penalties still apply, and CAV can issue warnings, infringement notices or take court or tribunal action.
